Sam Ballard and Lauren Thomas will discuss recent federal regulatory developments and legislation addressing PFAS, as well as touch on pending litigation concerning PFAS contamination.

Sam Ballard, Communications Committee Chair of the AWMA CTC Chapter, is an associate attorney in the Air and Waste Practice Group of Lloyd Gosselink Rochelle & Townsend, P.C. Sam represents both air and waste permit applicants and protestants before the TCEQ and State Office of Administrative Hearings. He also counsels clients on air and waste permitting and compliance matters. Sam graduated from the Texas Tech University School of Law in 2017 and during law school, he interned with the Region 6 EPA Office of Regional Counsel. Prior to law school, Sam graduated from Baylor University with a B.A. in Environmental Studies. In college, Sam interned for the TCEQ Region 9 office where he assisted with site investigations and water quality studies.
Lauren Thomas is an associate in Lloyd Gosselink’s Water Practice group and works on environmental matters at the federal, state, and local levels. As a member of the Water Practice Group, Lauren assists clients with water quality matters, water resources development, regulatory compliance, permitting, enforcement, and litigation. Lauren has a J.D. from Texas A&M University School of Law and a Bachelor of Science in Environmental Studies from Texas A&M University.
